
The East Madison Fire Territory is proud to announce a significant achievement in its ongoing commitment to protecting the community. Following a recent evaluation by the Insurance Services Office (ISO), the Territory’s Public Protection Classification (PPC) rating will improve from a Class 3 to a Class 2 for properties located within 1,000 feet of a fire hydrant, effective July 1, 2026. Properties located beyond 1,000 feet of a hydrant will maintain a strong Class 5 rating.
This improvement reflects years of investment in firefighter training, modern apparatus, updated equipment, staffing, water supply capabilities, emergency communications, and community risk reduction programs. Achieving a Class 2 rating places East Madison Fire Territory among a small percentage of fire departments nationwide recognized for providing a high level of fire protection service.
There are approximately 30,000 to 50,000 fire departments across the United States, and only a small percentage achieve an ISO Class 2 rating or better. Most departments nationally fall between ISO Class 4 and Class 6. This achievement demonstrates the Territory’s continued focus on providing professional, efficient, and well-equipped emergency response services to the residents and businesses we serve.
Because East Madison Fire Territory protects both urban and rural areas, the split classification reflects the available water supply infrastructure across the district. Properties located within 1,000 feet of a fire hydrant will receive the improved Class 2 rating, while properties in rural areas without hydrant access will remain at a Class 5 rating. This type of split classification is common for combination urban and rural fire districts and reflects the operational realities of providing fire protection across diverse environments.
This improved rating may also positively impact property insurance costs for some residents and businesses. Many insurance companies use ISO ratings as one factor when determining fire insurance premiums. Property owners are encouraged to contact their insurance carrier after July 1, 2026, to determine whether this improved rating may affect their individual policies.
